Of course it's wrong. Just like you said, there are already too many unwanted horses and creating more is probably the stupidest thing you could do. Plus it sounds like animal testing to me. Why do they have to create them with machines or chemicals or whatever they use? Why can't they just let the horses reproduce the natural way? It's just plain ignorance.
