Why does government have the say?

Since when does the government choose whether or not we should clone animals? Last time I checked, our government was a DEMOCRACY. Not some wealthy people giving their money. As a citizen, I believe that we should have the majority say in what we do as a country. WE should give the OK to SCIENTISTS to start CLONING, a MAJOR SCIENTIFIC BREAKTHROUGH. What does everyone else think? Im doing a project on this and I need opinions because I need to complete my role as a citizen.
