Maybe you should skip the local authorities and contact the animal rescue league in your area. This horse deserves to be rescued from these uncaring people.

Im not sure what part of Florida you are in but please contact www.BeautyEquinefarms.org her name is Theresa she is a horse angel and can maybe get the ball rolling on taking the horse away from these irresponsible people.
