Are we not smart eough to do things with out being cruel and abuse

Why have we aloud a piece of paper worth more than a life.
With all the abuse and cruelty laws this should of stopped.
Also why can't we do on to others. ( God wants) I would love to see this people who can do this, having it done to them. Pass that as a law. Or a eye for a eye.
Where are all the smart people they can't think of a better way of doing things with out hurting others who can't fight back.
